How to vote in the European elections

Elections for the European Parliament (Wybory do Parlamentu Europejskiego) take place between 7am-9pm on Sunday 9th June 2024.

The upcoming elections will be the 10th since the first vote in 1979, and the first since Brexit.  Poland will elect 53 Members of the European Parliament (MEP’s)

I’ve prepared a guide on how to vote in the European elections here in Kraków. Over 450 EU citizens (but no Brits thanks to a short sighted, ill informed Brexshiteers) will vote to elect more than 700 MEP’s into the worlds only directly elected transnational assembly, for the next 5 year term.

For the purposes of the European elections, Kraków as part of Małoplska, Kielce and Świętokrzyskie Voivodeship’s make up Constituency (okręg) 10, one of Polands 13 districts.

WHO CAN VOTE IN EU ELECTIONS?

A citizen of the European Union who is not a Polish citizen who:

  • Is 18 years of age on election day
  • Permanently resides in Poland and is included in the permanent voting circuit in the Central Register of Voters (Centralnym Rejestrze Wyborców) CRW.
  • Has not been deprived of public rights by a court decision
  • Was not deprived of his electoral rights by a final decision of the State Tribunal (Trybunału Stanu).
  • Has not been incapacitated by a final court decision.

A Polish citizen who:

  • Is 18 years of age on election day
  • Is not deprived of voting rights by a court decision
  • Is not incapacitated
  • Was not deprived of his electoral rights by a final decision of the State Tribunal (Trybunału Stanu).

WHO IS ELIGIBLE TO VOTE IN KRAKOW?
If you are a registered voter included in the voters’ list prepared for a permanent voting district:

  • Registered for permanent residence in Kraków.
  • Permanently residing in Kraków, and who has, at their own request, been included in the Central Register of Voters (CRW) in the permanent voting circuit appropriate for their place of permanent residence.
  • A person with no residence, permanently residing in Krakow, who has been included at his/her own request in the Central Register of Voters (CRW) in a permanent voting circuit in Krakow.

HOW TO BE INCLUDED IN THE CENTRAL REGISTER OF VOTERS (CRW)?
European Union Residents

Important – European Union citizens who want to take part in these elections must be entered in the Central Register of Voters (CRW).

Don’t leave it too late!  The city have 3 days to process your application, but it may take longer.

Polish Citizens

As a rule, Polish citizens vote in electoral commissions competent for their permanent residence address (unless they have submitted an application to be included in a permanent voting circuit outside their place of permanent residence).

 You can check your voting location at the e-service provided by the Minister of Digitisation.

    Check your data in the Central Register of Voters (Centralnym Rejestrze Wyborców)

If you want to vote outside your regular voting district, in this election.

If you will not be at your usual address, and know your whereabouts on voting day, you can follow the procedure below to change your voting location once.

You will then be able to vote at the electoral commission responsible for the address provided in the application.

  • Download a certificate of voting rights (zaświadczenie o prawie do głosowania)
  • Submit an application to change the voting place.

A certificate of voting rights (zaświadczenie o prawie do głosowania) will allow you to vote in any voting district in Poland or abroad.

You can submit an application for a voting rights certificate (zaświadczenie o prawie do głosowania) at the office of any municipality.

You can submit the application online at this address or at the appropriate locations of the Krakow City Hall from Monday to Friday, from: 7.40–15.30:

  • addresses in districts (dzielnicach)  I–VII (Śródmieście, Krowodrza): al. Powstania Warszawskiego 10
  • addresses in districts VIII–XIII (Podgórze): ul. Wielicka 28a
  • addresses in districts 14–18 (Nowa Huta): os. Zgody 2.

Please remember  – European Union citizens who want to take part in these elections must be entered in the Central Register of Voters (CRW).
